First, are you looking to become a magi? If so then well I need to know and then well the Archon who at this time is the guthrie Daerm.
If it is a scroll-castor you are looking to be come. Same thing in a sense. We just like to know who all can scroll cast is all.

Most scroll-castors have just been up front with it since if I catch someone casting the assumption is that they are a magi.
*Looks at Nyhtrak*
Why do you have to make things so damn difficult.
If the plan Rowan is for you to become a full-blown magi, then the word would be required or upon being able to cast an unregistered you will be considered rogue.

*Twilight, sitting in the corner, looks up from the tome on her lap and smiles a bit*
It would appear as if the number of those capable of casting magic is growing in our fair city. I do hope that whoever is teaching these individuals is quite certain to also teach discipline.
*she smiles again as her gaze sweeps the room, then returns to her tome*

I thought Nyrhtaks question was valid and fair, especially since the Mage's guild seems to be gaining more and more power now-a-days.
*pulls out a small leather bound book and prepares to take notes*
I am interested in your take on the Law about magic. So, which is it... Are scroll casters required to register? Or is it merely requested, in order to decrease the chance of being killed outright by a wretch hunter? What if the scroll caster has no intent to become a mage?

Yes, are you not an agent of the King? Nyrhtak merely inquired as to what the law states, there is no need to admonish him for having an interest in what our gracious King has decreed on this matter. Is it really that difficult to answer a question posed on a subject that one would assume you would have some insight into without a biting retort?

I was merely trying to explain something to Rowan. I understand the question Nythrak stated, but I also see the potential for whatever my next statment is in reguards to the scroll-casting issue as a way for people...underhanded people who like the break as many rules as possible...to find a loop hole and cast magic.
The normal operating procedure has been that scroll-castors have informed myself or the Archon that they can actually do that. That information is stored on record, but the Scroll-Castor does not have to joing the Guild of Magi or anything like that.
It has been the standard operating procedure around here for quite awhile. I am not certain as to how King's Law fits into this arangement, but as with anything better to be safe rather then sorry and alert the people who need to know of such thing.
The before mentioned recored is confidential.
*Looks back at Rowan before he takes off with Daerm*
I just need to know which recored to put you on, but you can tell me that in private later.

*writes some notes down in her little book and considers the information*
So, just to be sure I have this written down correctly, those people registered with the guild of Magi is public record so that all who are curious may know who are actually mages, but the registration of scroll casters is optional and confidential. Do I have that right?

*Takes a moment to reflect*
The Scroll-castor does need to register as a scroll-castor so they are not mistaken as a rogue magi.
If the scroll-castor does not want it to be public knowledge then both myself or the Archon will keep it confidential so that only the proper authorities know of this. If they do not care, and if someone asks then either myself or the Archon would be more then agreeable to give out that information.
Does this clarify matter for you?

So anyone who is a scroll caster is NOT LEGALLY OBLIGATED to REGISTER with the Guild of Magi? Just so I know for future reference and to be PERFECTLY clear. As far as I am understanding is the only reason that a scroll caster should register is to prevent some jumping to conclusions and killing them instead of finding out if they are a mage first?

LEGALLY, as far as I know...*go through a few things in her pouch as if looking for something* as far as I know yes a scroll-castor does have to register.
If you want to just cast from a scroll and not register and run into a Mage Slayer who is not certain of whether or not you ARE a rogue magi and decides to kill you because they do not want to take any chances, do not say I did not warn you.
For further clarifications in this matter talk to Daerm the Archon.
I do not make the laws, I just enforce them.

*Daerm walks back into the inn. Upon hearing the on going discussion, he chimes in*
If you were a scroll caster, wouldnt you want to just put your name on the list so mistakes like that wouldnt happen? Dont take it as you're registering at all, just that you are letting members of the Mage's guild know that you have such abilities. By doing so, you are preventing accusations and other issues from arising in the first place. I do hate arguments... So please, do yourself and my record books a world of help by declaring your ability to cast from a scroll. If you would like a bit of discretion in the matter, feel free to come up to me in person. If you prefer not to talk to me about such things, contact Kimberlyn.
Also, I would prefer if people did not get killed on the spot. At least get verification from someone who knows before making a mess of things...
*Daerm sits back down a continues on the books he was orignally working on*
