The first Silverthorne settlement in Ulric’s Gift. The name refers to the miraculous conversion of a section of the Sea of Dust to a region of forests, lakes, and rivers resulting from Ulric’s sacrifice, which made the settlement possible. A focal point for the region’s adventurers.

Who's Old Joe?

I wouldn't necessarily call Old Crazy Joe a resident of Legacy, but then noone is certain where he can be found outside of Legacy, so I'll leave it up to Fesko whether or not to include him in the noteable NPC list.
